Bill 17, the Protect Ontario by Building Faster and Smarter Act, seeks to speed up the construction of housing and growth-related infrastructure by standardizing development charge rules, eliminating regulatory requirements (possibly including Toronto’s Green Standard). The bill does not, however, implement top recommendations of the Housing Affordability Task Force, including legalizing missing middle housing options (eg: semis, townhouses, fourplexes) in all neighbourhoods. The bill is accompanied by various regulatory and policy changes that are not part of the bill itself, such as the reduction of inclusionary zoning requirements.
